KOFI ANNAN, Secretary-General of the United Nations, has described Human Rights as "What each of us has the right to expect from our fellow human beings, the people we share the world with." The need to define what each member of our Human family deserves-to-receive and is expected-to-give has motivated many United Nations documents that have demanded international negotiation and consensus. Those documents have set standards of fairness to inspire, guide, and bind us in accepting the responsibility of respecting each other's worth, dignity, and rights locally and globally - so that we might share the world peacefully. The principles in those documents endure and their purposes become more and more meaningful as modern technology both connects and threatens our Human Family.
